Delaware Business Times highlights an annual list of individuals as "People to Watch" in the new year as we believe they will leave a mark on their industries or communities.
PHILADELPHIA β Between receiving a $10 million investment, landing the Philadelphia 76ers new arena project and opening a second headquarters in Maryland, it canβt be denied that Mosaic Development Partners had a whirlwind year.
But here in central Delaware, many county, municipal and business leaders are awaiting what Mosaic and the new year will bring.
At the end of 2021, the Downtown Dover Partnership contracted with Mosaic on its master planning process, essentially designing a blueprint of what the nonprofit and the community want to see the downtown area become. At this point, the firm has met with scores of residents and business leaders in workshops, as well as working with county and city officials.
Mosaic Development Partners is well-known as the co-master developers at the Philadelphia Navy Yard; student housing for Temple University; the Golaski Lab apartments in a former factory in Germantown; a retail and public housing complex in North Philadelphia and more.
While the master plan has yet to be unveiled, Reaves indicated that some aspects could include creating destinations out of some of the cultural arts and outdoor spaces, as well as increasing mixed-use spaces to maximize storefronts potential.
Already, Mosaic Development Partners has offered insight into a key tool to attract developer attention: tax increment financing. The Dover City Council has recently passed an ordinance to give itself the right to establish TIF districts, paving the way for increased marketability for downtown Dover redevelopment.
