President Joe Biden on Nov. 4 nominated John Fleming for U.S. Small Business Administration Region 3 administrator, covering Delaware, Maryland, Pennsylvania, Virginia, Washington, DC, and West Virginia. Fleming is currently the district director of the SBA’s Delaware District Office. In that role, he is responsible for the delivery and management of the agency’s programs throughout the state of Delaware. Fleming started his SBA career in 1992 and has served in various positions including deputy district director, chief credit officer, and public information officer. Mr. Fleming graduated in 1992 from Widener University in Chester, Pennsylvania, with a degree in business administration. Prior to attending college, he served in the United States Marine Corps as a non-commissioned officer. New Castle County Executive Matt Meyer named Carrie Casey as general manager of New Castle County’s Community Services department. She will assume the role Dec. 15, pending County Council approval. She will fill the position being vacated by outgoing General Manager Marcus Henry, who announced his retirement last month. Casey has held the position of manager of the New Castle County Division of Community Development and Housing since 2008.In her current position, Casey is responsible for the management of $20 million in federal funding annually. In 2020, Casey with her colleagues presented the case to New Castle County government to purchase the former Wilmington Sheraton South to serve people experiencing homelessness during COVID-19. The hotel, purchased on Dec. 1, 2020, reopened on Dec. 15, 2020, as the Hope Center.Casey began her career as an assistant to former Gov. Tom Carper, and joined his staff when he was elected to the U.S. Senate, serving his projects director and New Castle County director. Casey also worked as the government and advocacy manager for St. Francis Hospital Foundation. Casey was the first Chairwoman of the Statewide Continuum of Care Board of Directors which is working to end homelessness in Delaware. She is the current President of the Delaware Chapter of the National Association of Housing and Redevelopment Officials, serves on the Board of Directors of First State Community Action Agency and is a Federal Home Loan Bank of Pittsburgh Housing Advisory Council Member. M. Davis & Sons Inc. has promoted Scott Dolor to vice president of operations and named John Sorantino its new operations manager. Dolor started at M. Davis in 2007 was a project engineer, and he quickly moved into the role of estimator in 2010. By 2013, he assumed the role of project coordinator and became an electrical project manager in 2016. Last year, Dolor was promoted to operations manager, wherein he oversaw all operations and collaborated with all departments. He assumed his latest role on Oct. 1 while joining the Executive Committee. As VP, he will work with superintendents and project managers in both electrical and mechanical departments to ensure successful daily operation of the corporation, and execution of strategic plans.Sorantino’s career at M. Davis began in 2004 as a project coordinator. He quickly rose through the ranks into the role of project manager, primarily serving the pharmaceutical and commercial departments with mechanical building installations. As operations manager, he will assist with customer bids and rates, as well as resource management.Sam Ratner and Colin Ritchey have recently joined Berkshire Hathaway HomeServices Gallo Realty’s rental departments as licensed rental agents.

Acquiring his Delaware real estate license in his last semester at the University of North Carolina at Wilmington, Ratner began working in the Rehoboth Beach rental department upon graduation in May of this year. Graduating with a Bachelor’s of Science in business administration, he decided to return to his hometown of Lewes to pursue a career in real estate.

A Camden native, Ritchey has been vacationing in the resort region since he was a child. He began working as an assistant in the Gallo Realty Lewes rental department in 2021, and earned his real estate license in October.
