New applicants are now being accepted to APEX (Advancement through Pardons and Expungements), a state program housed in the Delaware Department of Labor that helps job seekers overcome their criminal histories.
About 60 new clients join this program each month, which essentially guides citizens through the sometimes complicated application process.
Since its inception, 536 pardons and 354 expungements were granted. Since 2012, about 5,000 people have utilized APEX.
The next orientation/information sessions are:
New Castle County:
- Wednesdays (next one is May 15th)

Kent and Sussex County:
- Mondays (next is May 13th)
- 9:15am – 10:15am Dover Public Library 35 Loockerman Plz, Dover,
Qualified candidates must attend an orientation first and once enrolled will receive one-on-one assistance through each step of the application process. More qualifications can be found on the website.
