President Joe Biden has appointed Henri G. Moore as a member of the Board for International Food and Agricultural Development. Moore, a Philadelphian who is vice president/head of responsible business at GSK Consumer Health, set to be incorporated in July 2022, is the former vice president/head of global responsibility and president of the foundation at Corteva Agriscience. She also serves on the board of the FFA Foundation, Rodel Foundation, Delaware Business Roundtable Education Committee, and Food Bank of Delaware.

The president has also appointed Michael T. Marquardt as a commissioner of the U.S. Commission for the Preservation of America’s Heritage Abroad. A German-American immigrant who has founded several companies, Marquardt now serves as a global trade advisor to the Delaware Prosperity Partnership. He previously advised the Markell administration in its work in the blockchain space and has served as a board member of Commonwealth Trust Company, Delaware’s largest non-deposit trust company, since 2011. 


Delaware Department of Health and Social Services (DHSS) Secretary Molly Magarik announced three leadership promotions.

Daniel Walker has been named deputy cabinet secretary for Social Services and Innovation Lead. In his new role, Walker will lead project and change management work for DHSS associated with initiatives coming through Gov. John Carney’s Family Services Cabinet Council. He also will represent DHSS with key stakeholders, other government entities, and state boards and committees. He will oversee the Divisions of Social Services, State Service Centers and Child Support Services. 

Deborah Talley-Beane has been named its director of . Before being named acting director, Talley-Beane has worked at DVI since 2014 in communications and outreach roles, and as Acting Deputy Director from February to July 2020, and as Deputy Director from July 2020 to April 2021. 

Jamie Towns has been named its deputy director. He has worked for the State of Delaware since 2010, first, with the Department of Labor, and, since 2014, with DHSS in administrative roles at DVI and also with the Division of Services for Aging and Adults with Physical Disabilities (DSAAPD).


U.S. Sen. Chris Coons (D-Del.) has hired Maddie McComb as press secretary. Before joining Coons’ office, McComb served as communications director for U.S. Rep. Susan Wild (D-Pa.), where she worked to localize the success of the American Rescue Plan Act and the Infrastructure Investment and Jobs Act. Prior to working in the House of Representatives, McComb was a regional press secretary at the Democratic National Committee, focusing on the Midwest and youth voters.

Arthur Hall Insurance announced the promotion of Brittany M. Gaglioti, CISR to commercial lines account manager.

Gaglioti joined Arthur Hall in 2019 as an associate account manager. She has since worked diligently to obtain not only her certified insurance service representative (CISR) designation but also earned the qualified commercial lines specialist designation. Based in the Wilmington, DE office, she greatly expanded her service role in supporting Kyle C. Rheiner, CIC, Food & Beverage Practice Leader’s book of business. Their teamwork, ensuring strong client retention and continued growth at such a fast pace, is nothing short of impressive.

Andrew Baker, CFP, ChFC has been named associate partner with Diamond State Financial Group, a financial services firm located in Newark, DE. Baker has been a Financial Advisor at Diamond State Financial Group since 2012. He graduated from The Pennsylvania State University’s Smeal College of Business with a Bachelor of Science degree in Finance and minor in Economics. In all cases, he can find unique ways to help meet his client’s individual needs.


WSFS Financial Corporation announced the promotion of three associates:

Jim Wechsler will lead operations, technology, finance and strategy for the commercial banking division as senior vice president and chief operating officer. He will also continue to oversee NewLane Finance. Wechsler joined WSFS in 2010 as a credit analyst in commercial banking and over the past 11 years has held roles leading retail lending, corporate development, fintech partnerships, and corporate strategy for WSFS.

Candice Caruso has been promoted to senior vice president and chief retail lending officer. Caruso will be responsible for consumer lending, small business, government-guaranteed lending, community reinvestment, and the bank’s fintech lending relationships. She joined WSFS in 2018 as senior vice president and director of government-guaranteed lending and brings more than 20 years of experience in the financial services industry, including 14 years as a business funding expert.

Anthony Ryan will lead small business operations, consumer lending, retail loan servicing, and credit cards as the senior vice president and director of retail lending strategy and operations. Previously, he was senior vice president and director of small business banking. Ryan joined WSFS Bank in 2011, bringing with him 30 years of retail and small business banking experience.


The Delaware Association of Realtors (DAR) has named Susan N. Giove as its new president. 

Giove will preside at all meetings of the DAR Board of Directors and Executive Committee, and will serve as an ex-officio member of all DAR committees and work groups. In her capacity as president, Giove will serve as the official spokesperson for the association on issues related to the real estate industry as well as local residential and commercial markets in Delaware.

National Alliance on Mental Illness Delaware has hired  Sue Mulhern as its new assistant director of education and advocacy. She will focus on outreach and partnerships with corporations, organizations, and government agencies to advocate for expanded mental health programs, increase education about mental health, and reduce the stigma often associated with a diagnosis. 

Before joining NAMI Delaware, Mulhern worked in project management for ChristianaCare, T. Rowe Price, Barclays, Sallie Mae, First Data Corporation, and MBNA. She also has run her own project management consulting business.

Scott Kammerer, president of SoDel Concepts, recently announced the leadership team at Surf Bagel in Lewes and Rehoboth Beach. The Rehoboth Beach, Delaware, hospitality group acquired the popular bagel and sandwich business Dec. 6. 

John Sapienza was promoted to corporate chef. His son, Johnny Sapienza, and Enid Gutierrez are general managers. Wendy DiGuglielmo, Emmi Lux and Guillermo Montalvo are assistant managers. DJ Forcucci is the administrative director. Wes Books is director of operations.

The Delaware State Board of Professional Land Surveyors has approved VanDemark & Lynch’s Thor Lundin as a professional land surveyor in Delaware. Lundin has worked for VanDemark & Lynch for 29 years.  He first started in 1984 after high school. He left for nine years to attend college and worked various jobs, including six years as a construction laborer and equipment operator. He returned to VanDemark & Lynch in 2001.

Lundin recently completed the required testing and internship to obtain his Delaware surveyor’s license. His experience includes field work as both an instrument man and crew chief for various types of surveys, including topographic, boundary, construction layout, laser scanning, and hydrographic surveys.


Berkshire Hathaway HomeServices Fox & Roach Realtors has added Diego Reyes and Alpha Jalloh as sales associates. Reyes has been licensed since 2020 and serves Wilmington and Newark. Jalloh is a member of the New Castle County Board of Realtors.
