Reybold Group, a commercial and residential real estate company, announced the appointment of Gerard Herr as its vice president and chief financial officer
Herr brings over 30 years of experience in finance and accounting for construction, engineering, and technology companies. He most recently served as treasurer and CFO of Hatzel & Buehler, Inc. Prior to that, Herr held various financial leadership positions at Tutor Perini Corporation and Computer Guidance Corporation. He has extensive expertise in enterprise resource planning (ERP) system implementations, financial reporting, budgeting, cost control, cash management, and banking relationships.
An active community volunteer, Herr previously served as treasurer of the Loyola University Maryland Alumni Association and president of the School Board of St. Ursula Catholic School. He is a Certified Public Accountant, a Certified Construction Industry Financial Professional, and boasts numerous awards from reputable organizations in the industry.

Christopher Moore has been named the interim executive director for AIDS Delaware as John Gardner retires after 10+ years at the helm.
“It’s the first safe space I found as a queer person to ask questions to and receive answers from people who not only understood what I was saying but also were intent on ensuring I was supported,” Moore said. “The privilege to lead this agency and find the next great leader is one I take seriously.” He is also very familiar with the workings of the Agency having served as the Secretary of the Board for the past four years.
Before joining AIDS Delaware, Moore worked for ChristianaCare, most recently as the Director of Community Health. In his 17 years with the state’s largest health system, he worked first as a reproductive health educator, and then as an advocate for education and access to resources, with a particular focus on creating equitable care for LGBTQIA+ individuals. This work included leading the Alliance for Adolescent Pregnancy Prevention, one of Delaware’s largest providers of evidence-based HIV and STI-prevention education. He also co-created Camp FRESH, a summer program for youth from the city of Wilmington. In 2019, he designed ChristianaCare’s Community Investment Fund which has since awarded more than $5 million to local not-for-profits focused on improving the social drivers of health, like access to goods and housing.
Moore is a Sussex County native, a graduate of the University of Delaware, a two-time Ameri-Corps alum, a Jefferson National Service Award winner, and adjunct faculty at Delaware Technical Community College. He splits his time between Wilmington and Toronto, where his partner, Harman, and dog, Bingo, live.
NAMI, the National Alliance on Mental Illness, Delaware named Emily Culbertson the senior director of partnerships, and Jacqueline Contreras has been promoted to southern Delaware coordinator.
“Emily’s experience and track record with building relationships and community engagement mean she is the best person for this new position,” Dr. Joshua Thomas, president and CEO of NAMI Delaware, said. “Her accomplishments and background working with mental wellness advocacy will help her spread NAMI Delaware’s message to more people and funders.”
Culbertson, the newest addition to the team, recently held the position of sales development representative at RethinkEd, an educational software firm dedicated to mental wellness support. Before her tenure at RethinkEd, she served for six years as the Associate Director of Development at the Kutztown University Foundation, where she skillfully managed significant gift closures, greatly contributing to the institution’s fundraising success. Notably, she played a pivotal role in the Together, We’re Golden Comprehensive Campaign, aiding the foundation in achieving its $40 million goal. Culbertson is a proud alumna of Kutztown University of Pennsylvania, holding a bachelor’s degree in business.
“I enjoy working to strengthen organizations’ networks and supporter bases, and there is no greater mission than mental health care and support for people living with mental illness,” Culbertson said. “The critical work that NAMI does is essential to building a stronger and more caring society, and I look forward to being involved and helping grow its capacity and funding.”

The position grew out of NAMI Delaware’s strategic planning process, which concluded that a full-time staffer in Kent and Sussex counties was necessary to support residents in southern Delaware. Contreras, who is fluent in English and Spanish, has worked with NAMI Delaware since 2020, primarily with the Spanish-speaking community in Sussex County. In her new role, she will build programming to meet educational and support needs in both counties, as well as assist with advocacy and the HelpLine and represent the organization at meetings, events, and community activities.
“My goal is to develop programs and events that strengthen the support networks for our families, organizations, and companies affected by chronic mental health conditions,” Contreras said. “I love the vitally important work that NAMI does helping people who live with mental illness. It crosses borders, boundaries, and language barriers, and I’m pleased to play a role in this effort.”
Bayhealth welcomed Board-certified Pulmonologist and Critical Care Physician Rabab Nasim, MD. Dr. Nasim joins Syed Nazeer Mahmood, MD, and Bilal Bangash, MD, in the Bayhealth Pulmonary and Critical Care practice located in Dover. She offers care for a range of lung diseases and conditions and is currently accepting new patients.
“We’re proud to have a growing team of specialists to treat many different kinds of pulmonary conditions and critical illnesses, and we are so glad that Dr. Nasim has joined us,” Bayhealth Vice President, Physician Services and Clinical Integration Lawrence Ward, MD, MPH, FACP, said. “We know that she and the practice staff will provide compassionate and thorough care to improve the health of many community members who suffer from COPD, lung disease, and other respiratory problems.”
After earning her medical degree from Jawaharlal Nehru Medical College, K.L.E. University in Belgaum, India, Dr. Nasim came to the U.S. to complete her internal medicine residency at Cook County Hospital in Chicago, Illinois. She went on to complete a fellowship in pulmonary and critical care medicine at the University of Wisconsin, in Madison, Wisconsin.
Dr. Nasim is board-certified in pulmonary disease by the American Board of Internal Medicine. She is also a member of the American Thoracic Society and the Society of Critical Care Medicine. She provides specialized care to hospitalized patients with serious and life-threatening conditions in the intensive care unit (ICU) at Bayhealth Hospital, Kent Campus. With her expertise in pulmonary medicine, she offers outpatient care and treatments for individuals with a variety of respiratory disorders, including asthma, COPD, and interstitial lung disease.
Beebe Healthcare announced that fellowship-trained oncoplastic breast surgeon Karen Barbosa, DO, FACOS, has joined its Center for Breast Health
Dr. Barbosa is a board-certified surgeon who offers the latest, most advanced techniques in oncoplastic breast surgery. She is Hidden Scar Certified and as a faculty member for the American Society of Breast Surgeons, she is active in training programs facilitated nationwide to teach surgeons how to optimize cosmetic outcomes for cancer patients. Dr. Barbosa is committed to the delivery of state-of-the-art care and the availability of a broad palette of treatment options for patients to consider and choose from.

Dr. Barbosa is a graduate of the Ohio University College of Osteopathic Medicine. She went on to pursue an internship focused on surgery at the Philadelphia College of Osteopathic Medicine, followed by residency training at Peninsula Hospital Center in New York, where she was appointed Chief Surgical Resident. Dr. Barbosa’s clinical training concluded with a breast oncology fellowship at the world-renown Cleveland Clinic. She has also traveled to the UK, Brazil, and Argentina with a commitment to adopting the latest oncoplastic surgical techniques.
Prior to joining Beebe, she served as medical director of the Delaware Breast Cancer Program at TidalHealth. Before that, she was medical director of the Clark Comprehensive Cancer Center at the University of Maryland’s Shore Regional Health Center.

Keyma Jones, a Nurse Practitioner, has joined DE NeuroRehab. She earned her bachelor of arts and master of arts degrees from the University of Delaware, providing a foundation for her career in healthcare.
Before her current role at DE NeuroRehab, Jones gained experience working in different healthcare institutions. She previously worked at Westside Family Healthcare, where she delivered essential healthcare services to the community. Additionally, she gained expertise in wound management and care during her tenure at Christiana Care Wound Care. She also worked at Christiana Care Health System, one of Delaware’s prominent healthcare providers, further enhancing her clinical knowledge and dedication to patient care.
