Morris Nichols announced corporate and commercial litigator Thomas P. Will has been promoted to firm partner.

“We are all very happy to call Thomas our partner,” Bill Lafferty, chair of the firm’s executive committee, said in a statement. “It has been a pleasure watching him grow into the excellent young lawyer that he is today, and we are excited about the prospects of a bright future together.”
Will’s litigation practice focuses on corporate and commercial disputes before the Delaware Court of Chancery and the Delaware Supreme Court. With nearly a decade of experience in Delaware courts, Will handles challenges for mergers, acquisitions, and other decisions by boards of directors, and litigates complex commercial disputes and statutory proceedings authorized under Delaware’s business statutes. Thomas also advises clients in internal investigations and stockholder derivative demands.
Will joined Morris Nichols in 2014 as a member of the firm’s Corporate & Commercial Litigation group. He graduated with honors from the University of North Carolina School of Law in 2014, where he served as comments editor of the North Carolina Law Review. He earned his BA in political science from the University of North Carolina at Chapel Hill in 2010.
Bayhealth welcomed Family Medicine Physician Kyla-Gaye Pinnock, MD, to the Bayhealth Primary Care in Dover.

“Bayhealth has been deeply committed to recruiting more primary care clinicians to meet the growing needs of our communities,” Bayhealth Vice President, Physician Services and Clinical Integration Lawrence Ward, MD, MPH, FACP, said. “We’re thrilled to bring Dr. Pinnock onboard to join our talented team. She is a very knowledgeable and attentive physician who will be integral to our mission of improving the health of our community members.”
Dr. Pinnock earned a medical degree from the State University of New York – Downstate College of Medicine in Brooklyn, New York. She went on to complete a family medicine residency and served as a clinical liaison at Mid-Hudson Family Medicine in Kingston, New York.
During her residency, she also served her community by providing healthcare to underinsured musicians and artists through the 0+ Festival as well as on-field medical services for high school sports games.
Leech Tishman announced the addition of a new attorney to the firm, Jeffrey M. Carbino. Carbino has joined the firm as counsel in the Business Restructuring & Insolvency (BRI) Practice Group. With over 30 years of experience in bankruptcy, insolvency, corporate reorganization, creditors’ rights, and commercial litigation, Carbino will oversee the firm’s Wilmington, DE operations and will also practice out of Leech Tishman’s Philadelphia, PA office.
Carbino regularly represents debtors, landlords, creditors’ committees, utility companies, licensors, real and personal property lessors, directors and officers, and other secured and unsecured creditors in national Chapter 11 bankruptcy proceedings and restructurings outside bankruptcy. He has defended 100s of secured and unsecured creditors in preference and fraudulent transfer actions in bankruptcy proceedings.

Outside of the bankruptcy court, Carbino represents lenders in negotiating and documenting secured and unsecured loans, drafting inter-creditor agreements, opinion letters, and in working out distressed loans including representing the agent in multi-lender loans. He has also counseled institutional and other creditors in exercising their state law rights in foreclosure and replevin actions and obtaining the appointment of a receiver in various federal and state courts, including the Delaware Court of Chancery. Carbino has represented clients in the all the state courts in Pennsylvania, including the Court of Common Pleas, Family Court and the U.S. District Courts for the Middle and Eastern District of Pennsylvania.
Blood Bank of Delmarva Volunteer and Community Relations Specialist Angela Williamson, CVA, has received national recognition for exemplary leadership in volunteer engagement. Williamson earned the Impact Award, presented by the Association of Leaders in Volunteer Engagement (AL!VE) in the Exemplary Leader category, for her efforts to provide a quality volunteer engagement program at Blood Bank of Delmarva, willingness to network, mentor or collaborate with her peers, advocate for the profession, and involvement at the national and local level with volunteer engagement professionals. Because of Williamson’s efforts, all volunteer engagement professionals and the programs and communities they serve are all enhanced and supported to provide a robust, engaging, and meaningful volunteer experience.
Delaware Department of Insurance welcomed Cristine Vogel as director of Value-Based Health Care Delivery. In her role, Vogel will lead efforts that relate to value-based care, primary care, pharmaceuticals and pharmacy benefit managers, affordability, and other health-policy initiatives including grant programs.
Director Vogel has been involved with healthcare management for over 25 years, with experience in hospitals and medical practices, state government, insurance, and consulting. She will establish, implement, and monitor Affordability Standards such as those to increase primary care investment, and manage the reporting of carrier investments in health care. This will include assessing commercial reimbursement rates for primary and chronic care services, the role of price and utilization in healthcare spending, and prescription drug spending as a driver of total cost of care.
Vogel most recently served as the director of Population Health Initiatives for Nuvance Health System in Connecticut, where she developed solutions to improve clinical outcomes, increase quality of care, and control healthcare costs through implementing a nurse care management program, a clinical pharmacy program, and through integrating behavioral health within primary care practices. Her experience in healthcare reform also includes leading the State of Connecticut’s Office of Healthcare Access and evaluating Certificates of Need. The position, funded by the department, was made necessary by several legislative mandates related to healthcare affordability and pharmacy benefits.
OperaDelaware inducted Cynthia Du Pont Tobias, Nina Worthington, and Bob Parker to the Hall of Fame which celebrates those who work tirelessly behind the scenes to make the magic at the opera house possible.
Cynthia’s history with OperaDelaware spans decades and specialties, beginning with working as a set designer for La traviata in 1975. She has since been involved in 14 additional OperaDelaware productions as a set designer, artist, or director. She began serving on the board in 1991 and has been on the board almost continuously since 2012, including five consecutive seasons as vice president of the executive committee. In 2016, she was recognized nationally by OPERA America as one of five recipients of the National Opera Trustee Recognition Award. Because of her service not only to OperaDelaware, but also to the Opera Company of Boston and Santa Fe Opera, she was recognized for “generosity in the passion for the art form, vision, and support of opera companies.”
Worthington’s career has spanned more than 25 years, as a board member, officer, financial supporter, and fan. Worthington first joined the OperaDelaware board in 1995 and served almost continuously beginning in 2005, including 8 consecutive years as secretary. Worthington’s expertise in estate planning brought integrity and invaluable perspective to OperaDelaware’s stewardship, and her keen intellect and attention to detail made her an irreplaceable asset to the team.

Parker’s history with OperaDelaware reaches back to 1989 when he first worked as a set builder. He has since lent his expertise and leadership as a builder, technical director, and advisor to nearly 40 OperaDelaware productions. He was recalled by former OperaDelaware general director Lee Kimball as being a “master of making the impossible possible.” Whether with challenges of spaces, lighting, or technology, Parker moves mountains to transform simple materials into world-class sets.
Patterson-Woods welcomed Dave Burleigh to the commercial real estate team. Burleigh started his entrepreneurial career in Wilmington, Delaware in 1981, owning several retail businesses for over 30 years. He started his career in real estate 10 years ago and has worked in residential real estate and property management.
