Governor John Carney announces Commissioner Monroe Hudson will step down from his current role as the head of the Delaware Department of Correction (DOC) after more than thirty-five years of service in law enforcement and corrections. Terra Taylor, deputy commissioner of the DOC, will serve as acting commissioner until a permanent replacement is nominated by the Governor and confirmed by the Delaware Senate.
As Commissioner, Hudson outlined five key priorities to advance the department’s dual mission of public safety and offender rehabilitation: recruitment and retention; safety, security, and employee wellness; expanding community outreach and stakeholder engagement; offender vocational training; and leveraging new technology to make operations more efficient and improve the ability to make critical data-driven decisions.
As Deputy Commissioner, Taylor held the Department’s second-highest position with responsibilities for supervising the Department’s four Bureaus and setting direction through policy development, strategic planning, and decision making. Taylor, who initially joined DOC in 1997, previously served as Chief of Community Corrections and led the bureau that oversees Probation and Parole, pretrial services, the community work release program, electronic monitoring and other supervision programs for more than 10,000 individuals statewide who are housed in Work Release and Violation of Probation facilities or are serving probationary sentences or court-ordered pretrial supervision in the community. The Bureau of Community Corrections has also played an active role in implementing innovative crime reduction initiatives, including the Group Violence Intervention (GVI) Projects in the City of Wilmington and Kent County.

Pashman Stein Walder Hayden announces William R. Firth, III has joined the firm as partner in the Litigation and Bankruptcy, Restructuring & Creditors’ Rights practices. Firth is based in the firm’s Wilmington, Delaware office.

Firth is a well-known commercial litigator in Delaware, advising individuals, officers, directors, investors, and companies on legal issues arising in the course of doing business, including shareholder and partnership disputes, sale-related contract disputes, and various business tort claims. With over 20 years of experience litigating in Delaware, Bill provides unique insight in approaching and developing case strategies for state and federal matters in Delaware courts and is routinely engaged as local counsel in a wide variety of business litigation matters.
In addition, Firth has significant experience representing businesses, institutional lenders, manufacturers, vendors and commercial landlords in Chapter 7 and Chapter 11 bankruptcy proceedings, bankruptcy adversary proceedings, and out-of-court commercial loan workouts.
Firth received his J.D. from Villanova University Charles Widger School of Law, his M.P.A from the University of Pennsylvania, and his B.A. from Villanova University. He is admitted to practice in Delaware, New Jersey, and Pennsylvania and all the federal courts in those jurisdictions.
Beebe Medical Group names Chris Nistor, MHA, its executive director.
Nistor joins Beebe from the University of Pittsburgh Medical Center (UPMC), where he has spent the bulk of his career in various domestic and international leadership roles. Most recently, he was the Senior Director of Outpatient Clinical Operations, overseeing the operational, financial, and strategic management of procedural, diagnostic, and medical service lines across 13 locations and an outpatient float pool.
Supporting efforts to expand access to quality care, meet budgets, and improve the work environment for providers and staff, Nistor guided workflow improvements, interdepartmental collaboration, charge capture opportunities, staffing and supply optimization, retention strategies, provider engagement, regulatory readiness, quality sustainability, and metric development and utilization.
He also supported various business growth, patient experience, and analytical efforts for executive leadership and initiated a project management team at UPMC’s flagship hospitals.
Alongside the leadership of Beebe Medical Group’s Chief Medical Officer Anthony Buonanno, MD, Nistor will bring his operational and administrative experience to BMG’s 40-plus primary, specialty, and outpatient care sites throughout Sussex County.
Nistor earned his Master of Health Administration and Bachelor of Science in Health Policy and Administration from the Pennsylvania State University. He has also earned a Lean Six Sigma certification from the University of Michigan, participated in many multidisciplinary committees, and conducted numerous presentations on a variety of healthcare topics domestically and internationally.
Saul Ewing LLP announces Bankruptcy & Restructuring Practice Vice Chair Monique B. DiSabatino was selected as one of Law360’s 2023 Rising Stars.

Stephanie Barnes has been named director of sales for Courtyard by Marriott – Newark at the University of Delaware. Barnes will lead the hotel sales efforts for guest rooms, banquet/meeting events, corporate travel partnerships, and leisure travel. She brings over 20 years of experience in hospitality sales, corporate and social events planning, technology consulting, and human resources recruiting and development.
Barnes is a graduate of Johnson & Wales University, Providence, Rhode Island, where she earned a Bachelor of Science in Sales and Meeting Management.
Barnes is very passionate and active in many aspects of Newark area non-profits and education. A volunteer for Big Brothers Big Sisters Breast Cancer Walk, Easter Seals Volleyball Challenge, Food Bank of Delaware, NCCCC, State of DE Chamber, Southern Chester County Chamber, Newark Charter School Volunteer, Girls Inc, and many other organizations over her years of service.

Delaware Law School announces the addition of three full-time faculty members and associate director of Alumni Engagement to its dynamic team.
Brendan M. Conner, a first-generation college and law school graduate, brings a diverse background to his role as an assistant professor of law. Conner previously taught courses including torts, constitutional law, and sexual orientation, gender identity, and the law at St. Thomas University Benjamin L. Crump College of Law. With a focus on civil liberties implications in the realm of law enforcement, Conner’s scholarship sheds light on the growing convergence of “criminal” and “civil” law enforcement functions in America. His extensive experience and publications in U.S. and international law further enhance his expertise in topics related to police and child protection interventions. Conner’s commitment to justice is evident in his previous work as an attorney, where he represented marginalized youth and brought affirmative civil rights and police misconduct litigation.
Assistant Professor Diego H. Alcalá Laboy brings a wealth of experience in criminal law, legal technology, and human rights to Delaware Law School. As the owner of Defensoria Legal LLC, Alcalá Laboy represents federal defendants and advises startups. He has incorporated technology into his legal workflow and founded the nonprofit startup, Puerto Rico Legal Tech. With a strong focus on surveillance, law, and technology, Alcalá Laboy’s scholarship provides critical insights into these areas from various perspectives. His extensive experience as a public defender and his dedication to the intersection of law and technology make him a valuable addition to the faculty.
Professor Beth Jennings joins Delaware Law School as the director of the Legal Information Center and associate professor of law. With an impressive background in legal information and instruction, Jennings previously served as assistant librarian and associate adjunct professor at the University of Utah, S.J. Quinney College of Law. She is recognized for her exceptional teaching abilities and has received numerous accolades, including the 2021 Association of American Law Schools Teacher of the Year award. Jennings’ expertise lies in accessible legal information and critical approaches to examining the sources of legal information. Her scholarship focuses on how accessible legal information can increase access to justice. Jennings’ rich experience in private practice and her dedication to supporting marginalized communities further enhance her contributions to Delaware Law School.
Tamisha Hopkins joins Delaware Law School as the associate director of Alumni Engagement. With a background in nonprofit leadership and entrepreneurship, Hopkins brings over 15 years of experience to her role. She has served as the executive director at the YMCA of Delaware’s Middletown location and is a co-owner of Twisted Soul Sista’s Catering. Hopkins holds a bachelor’s degree in health physiology from Indiana University of Pennsylvania. With her expertise in strategic planning, volunteer leadership, and program design, Hopkins is committed to nurturing a mission-based environment and cultivating strong relationships with alumni, stakeholders, and colleagues.
