Governor John Carney announced changes to his leadership team in the Office of the Governor:

Sheila Grant, who has served as chief of staff since 2019, will leave the Governor’s office in August to serve in the White House as special assistant to the President and senior presidential speechwriter. Before her tenure as chief of staff, Grant served as the Governor’s deputy chief of staff, and as chief of staff in Governor Carney’s congressional office and has been his primary speechwriter over the past decade. She was previously an aide for Senator Tom Carper.

Jonathan Starkey, who served for five years as the Governor’s deputy chief of staff for communications, will replace Grant as chief of staff. Starkey has recently worked as director of corporate communications for Sallie Mae, and previously as director of public relations for the Delaware State Housing Authority. A native Delawarean and Dover high school graduate, he also covered business and politics for five years at The News Journal in Wilmington and Dover.

Albert Shields, who has served as the Governor’s deputy chief of staff for policy for five-and-a-half years, will leave the Governor’s office in August to serve as director of Business and Economic Development at the University of Delaware. Shields served in various roles during Governor Carney’s time in Congress and as Lieutenant Governor. He also served as legislative aide to former Delaware House Speaker Bob Gilligan.

Jessica Borcky Weinberg has been named deputy chief of staff. Borcky Weinberg is currently director of digital government and senior advisor to the governor. She has been a member of the Governor’s team in various capacities since 2014. She is a graduate of Padua Academy and the University of Delaware.

Bayhealth, a Dover based health system, has named Rosemary “Rosi” Wurster, DNP, RN, MPH, NEA-BC, as its newly appointed chief nursing executive.

Wurster joins Bayhealth from Tower Health’s Reading Hospital where she is currently serving as chief nursing officer. Prior to her time with Tower Health, she spent more than two decades at Main Line Health serving in various senior nursing leadership executive roles including system vice president of Nursing Operations.

In her new role, Wurster will be responsible for setting the vision and leading the award-winning, Magnet designated nursing team at central and southern Delaware’s largest health system. She will oversee daily hospital operations, compliance with federal and state regulations, nursing practice and education, among other duties.

Wurster holds a doctor of nursing practice from Drexel University, post master’s in nursing administration from Villanova University, and master’s of public health as well as a bachelor’s of science in nursing from West Chester University.

Beebe Medical Group welcomes board certified general surgeon John William Tyson, MD, FACS, to its medical staff.

Dr. Tyson completed both his General Surgery residency and his General Surgery internship at the Naval Hospital in San Diego, California. He served in the Navy for 14 years. Previously, he served as both Clerkship Director and Associate Professor at Florida State University College of Medicine. His most recent experience is as an Acute Care/Trauma surgeon at Bridgeport Hospital in Bridgeport, Connecticut, where he also was involved in surgical residency training.

 “I am delighted to be returning to Sussex County,” Dr. Tyson said. “Having worked as a beach boy and Rehoboth Beach lifeguard, I now have the pleasure of caring for the surgical needs of the community. I am joining an amazing medical team at Beebe, and I look forward to serving you.”

Dr. Tyson is one of more than 100 new providers who have joined Beebe Medical Group in the last two years. GOLO Co-Founder and President Jennifer Brooks has been named Top 25 Women Leaders in Consumer HealthTech of 2022 by The Healthcare Technology Report.

Brooks’ vision for the company is to help people transition to healthier lifestyles, whether by reaching their weight loss goals, understanding how to incorporate exercise into their daily routines, or learning the basic principles of good nutrition.

Board Certified in Holistic Nutrition, Brooks holds degrees in Culinary Arts from Delaware Technical Community College and Mind-Body Transformational Psychology from Southwest Institute of Healing Arts. She is also a member of the National Association of Nutrition Professionals (NANP) and a Certified Dietary Supplement Professional (CDSP). An advocate for good corporate citizenship, Brooks makes finding meaningful ways to give back to the community a company priority, including support for Ronald McDonald House and the Special Olympics. Outside of work, she has dedicated her time to the Cancer Support Community and the Humane Association. Before joining GOLO, she held various positions in marketing, sales, and business development.


Potter Anderson & Corroon LLP announced Judge William Chapman has been elected to the Board of Directors of the Law Firm Antiracism Alliance (LFAA). As a member of the board, Chapman will help direct the efforts of LFAA to fulfill its mission of bringing about systemic change and racial equity in the law.

Chapman joined Potter Anderson after serving as a judge on the Family Court of the State of Delaware. He currently leads Potter Anderson’s diversity and inclusion initiatives while also spearheading the firm’s pro bono program and commitment to community outreach, including mentoring associates in connection with these programs. Prior to his appointment to the Family Court bench, he served as Deputy Attorney General for the Delaware Department of Justice.


DANA, The Delaware Alliance for Nonprofit Advancement, announced three existing DANA board members were re-elected to serve a second three-year terms and the addition of two new board members,

Dominic Canuso, executive vice president & chief financial officer with WSFS Bank; Fayetta Blake, executive director of Pathways to Success; and Jennifer Cho, Director, head of Community Relations/Citizenship Leader with Barclays will continue their exemplary service to DANA.

Kathleen Hawkins has worked in the financial services industry since 1989. She started her career with JP Morgan, served as the executive director of Eastern Pennsylvania and Peninsula-Delaware United Methodist Foundation, and has spent the last 18 years with Merrill Lynch Wealth Management helping clients develop strategies to achieve their financial goals. Kathleen received a B.S. in finance from the University of Delaware and an M.B.A. from Drexel University. She is actively involved in several non-profit organizations, including serving as a Trustee of the University of Delaware, the Cen-Del Foundation, and the Kent County Fund for the Arts. Kathleen lives in Smyrna, Delaware with her husband and son.

Kevin Gilmore started his work with Habitat for Humanity as a volunteer with the Campus Chapter at Elon University in North Carolina. Kevin then worked with Habitat International at their headquarters in Americus, Georgia, and then served with them for four years in Guatemala. He subsequently completing a graduate student fellowship with Public Allies Delaware that focused on nonprofit management and building volunteer programs and earned his Master of Public Administration degree at the University of Delaware. Kevin came to work with Sussex County Habitat for Humanity in 2004 as their first paid employee. Kevin has served nationally on the Habitat for Humanity International US Council and locally on the Board of La Esperanza in Georgetown. He currently serves on the Board of La Plaza Delaware. Kevin grew up in Milford, Delaware.
