Economic impact of the first development districts

Since early 2015, the Downtown Development Districts program has helped finance major new private development in the original districts in Seaford, Wilmington and Dover, with $14 million in state grant funding leveraging more than $290 million of private investment.

Below is a list of the large projects from the first Downtown Development Districts that are under way, what groups are developing them and how much money they should receive from DDD funds when they finish the project:

Dover

Central Delaware Habitat for Humanity will build five single-family homes on North New Street in downtown Dover. The homes will be sold to low-income homebuyers, helping promote home ownership in Dover’s downtown district. Reservation Award: $85,165

MauTiste Investment Group will build three duplexes, or six townhomes, on Reed and South Kirkwood streets in downtown Dover, a project that also will build on earlier efforts to increase home ownership in downtown Dover. Reservation Award: $96,411

Halpern Family Property Investment LP — Mixed Use New Construction, 129 and 131 S Bradford St., Dover. Reservation Award: $614,000

Wilmington

829 Market LLC; 426 Market LLC; Shipley Partners LLC (Buccini/Pollin) has three projects going on that will all have mixed use when finished. Those plans include ones to redevelop the property at 829 Market St. in Wilmington to create seven walk-up apartments above 5,000 square feet of ground-floor space, which will be occupied by a restaurant, 3 Doors Brewing Co. Residences at Mid-Town Park, which will include 12,000 square feet of retail on Shipley and North Orange streets. Reservation Award: $384,675, $84,236, & $500,000 for the separate projects on North Market Street, East Fifth Street, and Shipley and North Orange streets.

James R. and M. Lorraine Nelson plan to demolish an unstable, 127-year-old building at 117 Market St. and build a new six-story building. A bank and café will occupy the ground level, and the marketing and technology firm Trellist will occupy the top five floors. Reservation Award: $57,000.

Interfaith Community Housing of Delaware plans to redevelop six existing houses, some vacant and blighted, to create a dozen new affordable homes to promote home ownership in Wilmington’s downtown district. The houses are located along West Sixth Street, West Fifth Street and North Washington Street. Reservation Awards (two separate projects) $92,000 and $182,820.

Seaford

The Residences at River Place LLC has reserved funding to assist in the construction of the third and fourth phases of the project in Seaford. New development will include two four-story apartment buildings with a clubhouse and covered parking spaces. Reservation Award: $700,000.
