
Justen is the youngest person ever elected to Wilmington City Council at age 24. He is now serving his seventh year in office, having been elected in 2008 and re-elected in 2012. What’s even more impressive is that he is an “at-large” councilman, meaning that, unlike those who run from a district, Justen has been elected twice citywide.
