Carney transition team releases action plan

DOVER  — Gov. John Carney’s transition team has released an action plan with scores of recommendations for his policy and program agenda over the next four years.

The policy blueprint released Thursday includes 93 separate action items, covering economic development and the environment, public safety and strong neighborhoods, education and healthy families, and budget and workforce.

Carney called the document “a roadmap for governing” but warned that costs must be carefully considered given the state’s fiscal challenges.

While some of the recommendations carry no new costs, others would require significant investments. They include $200 million in public and private funding to expand the port of Wilmington, and $15 million for a pilot education program to support low-income students, English language learners, special educations students in elementary school, and other at-risk students.
