Governor John Carney announced changes to his leadership team in the Office of the Governor.

Jonathan Starkey, who has served as chief of staff since 2022, will leave the Governor’s office later this month to serve as senior advisor to Dr. Tony Allen, the president at Delaware State University. Before his tenure as chief of staff, Starkey worked for five years as the Governor’s deputy chief of staff for communications, and communications director. Prior to joining the Governor’s team in late 2016, Starkey was the director of public relations for the Delaware State Housing Authority. A native Delawarean and Dover High School graduate, he previously covered business and politics as a reporter at The News Journal in Wilmington and Dover.

“Jon led our team through our final two legislative sessions and helped us get big things done— from the Delaware Climate Change Solutions Act and offshore wind to raises for educators and traffic safety legislation,” Governor Carney said. “Jon has been as a critical member of our team, and he’s served as an important advisor to me.  I am thankful for his willingness to serve and advance the progress we’ve made for Delawareans over the last eight years.”

Jessica Borcky, who served as the Governor’s deputy chief of staff since August 2022, will replace Starkey as chief of staff. Borcky previously served as director of digital government and senior advisor to the governor. She has been a member of the Governor’s team in various roles for over a decade. She is a graduate of Padua Academy and the University of Delaware.

Jon Sheehan has been named deputy chief of staff. Sheehan is currently chief of policy and senior advisor to the governor. He has been a member of the Governor’s policy team since 2017, and spearheaded the Wilmington Learning Collaborative on behalf of the Governor. Prior to joining the Governor’s administration, Sheehan was a fifth-grade teacher and served as chief of staff at the New York City Department of Education’s Division of Family and Community Engagement.

“Jess has been an important part of our team for years behind the scenes. She is an extremely hard worker and a committed public servant with sharp instincts, strong organizational skills, and the ability to get things done,” Governor Carney said. “Jon Sheehan is one of the most dedicated and respected individuals on our team who puts his heart and soul into everything he does. Both Jess and Jon have been here since the start of our administration, and I have full confidence they will continue our work for the people of Delaware.”


TidalHealth welcomed Dr. Najam Saqib, MD, FACC, to TidalHealth Cardiology in Seaford and Dr. Julie Berry, MD, to TidalHealth Ear, Nose & Throat Surgery in Millsboro.

Dr. Saqib graduated from Temple University and received his medical degree from Ross University in Dominica. He completed his internal medicine and cardiovascular medicine residency at The Wright Center for Graduate Medical Education in Scranton, Pa., and completed his interventional cardiology fellowship at the University of Cincinnati in Cincinnati, Ohio.

Dr. Saqib is board certified in internal medicine, cardiovascular disease, echocardiography, and nuclear medicine, with extensive experience in state-of-the-art coronary interventions, peripheral arterial disease, and thromboembolic diseases, including pulmonary embolism and venous pathology. Dr. Saqib is affiliated with the American College of Cardiology and the Society for Cardiovascular Angiography and Intervention.

Dr. Saqib has collaborated with interdisciplinary teams to implement evidence-based interventions and improve patient outcomes, contributing to the development of evidence-based clinical guidelines and protocols.

When Dr. Saqib is not treating patients, he enjoys playing cricket, golf, card games, chess, watching movies and spending time with family. He is also currently working to obtain his pilot license.

Dr. Berry received her undergraduate degree from the University of Notre Dame. She received her medical degree from the University of California, San Diego School of Medicine in La Jolla, Calif., where she graduated first in her class. She then completed her general surgery internship at the University of Maryland Medical System in Baltimore, Md., where she also completed her residency in otolaryngology-head and neck surgery and served as chief resident.

Dr. Berry is board-certified by the American Board of Otolaryngology. She is a member of the American Academy of Otolaryngology, Head and Neck Surgery. Dr. Berry served as Chief of Otolaryngology-Head and Neck Surgery at Andrews Air Force Base and Chief of Subspeciality Surgery at Tri-City Medical Center in Oceanside, Calif. She comes with a wealth of clinical and research experience and has received numerous awards over the years, including the prestigious Top Doctor award for San Diego County. She is a veteran of the U.S. Air Force.

When she is not seeing patients, she enjoys running, traveling and sewing. Her passion is in theatrical costume design and production, with several of her pieces appearing on Broadway.


Enovis, a medical technology company, named Tim Czartoski president of U.S. Surgical and Global Product and Enabling Technologies. Czartoski has direct responsibility for the Company’s U.S. Surgical business, including the global surgical product engine and enabling technologies.

Czartoski is a successful MedTech executive with over 22 years of experience at Depuy Synthes, the Orthopaedics Company of Johnson & Johnson, where he progressed in leadership roles of increasing responsibility. In his most recent role as President of Depuy Synthes, U.S., Czartoski led the company’s joint reconstruction, trauma, spine, digital technology, capital, sports and CMF businesses. He also served as the Worldwide President of Joint Reconstruction and Power Tools.

Czartoski has a B.S. from Ohio State University, an M.S. from Columbia in Technology Management and an MBA from Notre Dame.


Croda Inc, a speciality chemicals company, welcomed Jeff LaBrozzi as site director of its Atlas Point facility in New Castle, Delaware.

LaBrozzi has over 25 years of management and engineering experience in the specialty chemical and consumer care industries. Most recently, LaBrozzi served as Vice President Operations Americas at Evonik where he was responsible for operations at multiple sites across North America. Additionally, he developed world-class safety programs; grew team culture; and managed production, maintenance, engineering, and project engineering departments. Previously, he was Site Director for an Air Products specialty chemicals facility.

“We are thrilled to welcome someone of Jeff’s caliber to our team,” Bradley Cook, vice president of North America Operations for Croda Inc, said. “Jeff’s commitment to his community and the people he works with is evident when you watch him lead. In his role as Site Director at Atlas Point, LaBrozzi will be responsible for leading all activities at the Atlas Point location. This will include a strong focus on safety, health, and environment; operations; quality; maintenance; capital planning and execution; and employee relations. He will also oversee the Atlas Point Community Advisory Council (CAC).

“I’m excited to be joining the Atlas Point team,” LaBrozzi said. “Croda’s emphasis on operational safety and environmental responsibility align closely with my core values.”

He continued, “It’s exciting to join a team and company that creates ingredients used every day to improve peoples’ lives across the globe. I also look forward to working with our dedicated community members in building upon our community programming.”

LaBrozzi studied mechanical engineering at Pennsylvania State University (Penn State) and served in the United States Air Force. He and his wife were excited to move back to the East Coast allowing closer proximity to their daughter, who is currently studying biomedical engineering at Penn State.

M. Davis & Sons, a woman-owned, fifth generation industrial contractor headquartered in Delaware, announced the promotion of Penny Beaty to assistant controller.

Beaty, a long-time employee of M. Davis & Sons, began her career with the company in Job Cost Billing where she quickly advanced to the roles of Supervisor and Accounting Manager. Her dedication to accuracy and resourcefulness have been instrumental in strengthening the leadership of the accounting department.

In her new role as Assistant Controller, Penny will continue to assist in leading financial operations while driving efficiencies within the department. Her experience and understanding of the company’s processes make her an asset to M. Davis & Sons.
